Association «StekloSouz» of Russia. Scheduled meeting on changing the concept of extended producer responsibility (EPR)

On June 24, 2024, the Association "StekloSouz" of Russia (SSR) held a scheduled meeting on the issue of changing the concept of extended producer responsibility (EPR).

Issues related to conducting expert-analytical research on the topic “Analysis of opportunities to reduce costs in the glass industry and increase the profitability of activities and profitability of container glass products producers” were discussed.

The Association "StekloSouz" of Russia is preparing research in the following areas:

1. Analysis of current legislation and development of proposals regarding the establishment of reduction factors, methods for their determination (current legislation provides for the use of reduction factors to calculate the amount of environmental fees).
2. Analysis of current legislation and development of proposals regulating the functioning of the register of recyclers.
3. Analysis of the future effect of the impact of paying an environmental fee on the declared profit of glass container manufacturers and the possibility of reinvesting profits.
4. The likelihood of bankruptcy of enterprises producing glass containers due to the increased financial burden in the form of environmental fees.
5. Clarify the source of data for analyzing actual and retrospective profitability indicators.
6. Analysis of existing measures of financial support for glass container manufacturers in order to formulate proposals for changing, supplementing and increasing the amount of financial assistance.
7. Assessment of measures to reduce the costs of transporting broken glass and products by road.

At the same time, the problem of inclusion in the register of recyclers was considered.

Glass factories experience great problems in obtaining the “recycler” status. These circumstances were presented at a meeting at the Ministry of Natural Resources and Environment of the Russian Federation. Concerns in an evidentiary format are presented to the designated agency and Rosprirodnadzor. Currently, letters have been sent to the management with a proposal to remove artificial barriers that prevent factories from registering in the register of recyclers.

Aleksey Savin, Chairman of the SSR Ecology Committee, reported on the progress of implementation of decisions made by the heads of glass factories. The submitted material is sent to factories for study and approval.

The meeting was chaired by Viktor Osipov, President of the Association "StekloSouz" of Russia and heads of relevant departments and committees of the SSR with the participation of interested parties.

Viktor Osipov, closing the meeting, said that work to explain to the Government of the Russian Federation, ministries and departments the mistakes made by the state when adopting changes to the EPR concept will continue until it is changed.
