Association «StekloSouz» of Russia. Scheduled meeting on the topic: «Measures to optimize enterprise costs when changing EPR legislation»

In the first ten days of June 2024, the Association "StekloSouz" of Russia (SSR) held a scheduled meeting of the heads of glass container factories.

The topic of the meeting: “Measures to optimize enterprise costs when changing EPR legislation.”

The leaders of the SSR committees and glass factories made presentations.

Andrey Gorshkov, head of the Expert Group (EG) of the SSR, deputy general director of JSC SVET, reported on the results of a study and expert assessment of the production of container glass and the need for glass cullet until 2030.

Proposals for the technical specifications were made by:

⦿ Alexander Krepak, Chairman of the Board of Directors of OSZ-Management Company LLC

⦿ Nikolay Khrenov, First Deputy General Director of Balakhninskoe Glass JSC

⦿ Dmitry Volkov, General Director of Premium Glass LLC

Representatives of other factories also made proposals.

In total, experts from 30 factories represented the interests of the meeting.

The additions were accepted and sent to the performers to continue work.

Alexey Savin, Chairman of the Ecology Committee, brought to the attention of the meeting participants calculations for the use of raw materials from cullet. The proposed and scientifically based data directly indicate that the proposed EPR calculations contradict the chemical composition in relation to the consumption of raw materials and charge in re-meltings. This will affect the quality of glass products. ROP does not take into account the technological capabilities of glass factories and contradicts all mathematical and chemical calculations.

The meeting was chaired by Viktor Osipov, President of the Association "StekloSouz" of Russia.

Closing the meeting, Viktor Osipov proposed to combine the results of expert assessments on EPR into a single document. Next, the material will be sent to the executors and to the relevant ministries to correct erroneous requirements for Russian glass factories.
