As part of the planned work on the development of technical regulation with the participation of the Association "StekloSouz" of Russia under the leadership of Deputy. Director of the Department of Glass Containers for Standardization of the SSR, Chairman of TC-074 "Glass Containers and Ware", Standardization Expert CE No. 0002063, Ph.D. Sergeeva Lyudmila Sergeevna, we provide you with information on new interstate standards for glass packaging for fish and dairy products that have come into effect.
From 01.06. In 2023, new interstate standards came into effect:
1. GOST 32130 - 2022 “Glass packaging. Banks for fish food products. General technical conditions" instead of GOST 32130-2013. Adopted by the Interstate Council for Standardization and Certification (Minutes of August 31, 2022 No. 153-P). The standard was put into effect by order of the Federal Agency for Technical Regulation and Metrology on September 20, 2022 No. 955-st.
The standard applies to glass jars of various shapes and designs, including those decorated during the molding process, made of colorless and semi-white sodium-calcium-silicate glass in accordance with GOST 34382 “Glass packaging. Glass. Brands of glass”, the standard does not apply to jars from other brands of glass.
The standard establishes safety requirements for cans, basic technical requirements for quality, acceptance rules, control methods, requirements for packaging, labeling, transportation, storage and operating conditions.
This standard specifies the basic types and dimensions of can neck finishes.
GOST 32130-22 takes into account the requirements of TR TS 005/2011 "On the safety of packaging" and the Technical Regulations of the Eurasian Economic Union TR EAEU040/2016 "On the safety of fish and fish products".
2. GOST 15844-22 “Glass packaging for milk and dairy products. General technical conditions" instead of GOST 15844-14. Adopted by the Interstate Council for Standardization and Certification (Minutes of August 31, 2022 No. 153-P). It was put into effect by order of the Federal Agency for Technical Regulation and Metrology on September 20, 2022 No. 954-st.
The standard applies to glass bottles and jars used in industrial conditions for bottling or packaging, storage and transportation of milk, dairy and milk-containing foods, including children's dairy products. The standard gives requirements for sterilized milk and dairy products, gives recommendations on the use of whisk types depending on the milk products being bottled or packaged. The requirements for the graduation of the outer surface of bottles and cans used for products for children are given.
GOST 15844-22 takes into account the requirements of TR TS 005/2011 "On the safety of packaging" and TR TS 033/2013 "On the safety of milk and dairy products"
The standard establishes the classification, technical quality requirements, acceptance rules, control methods, requirements for packaging, labeling, transportation, storage and operating conditions of bottles and cans.
The implementation of standards is the implementation of organizational and technical measures that ensure compliance with the standard. Date of entry into force of the standard - the date from which the standard becomes legally binding and obligatory to comply with it. The implementation of the standard must be completed by the date of its entry into force. If the product manufactured after the date of its introduction does not meet the established requirements, then it is considered that the standard is not met.
What do enterprises need to do to implement new standards from 06/01/2023 in order to avoid claims from consumers (customers)?
First of all, the enterprises issue an Order on the introduction of new standards to replace those that have ceased to be valid and from 06/01/2023. An Action Plan must be drawn up for the Order, which indicates the relevant activities, such as:
- development of new STOs in accordance with GOST R 1.4 "Standards of organizations", according to which an examination should be carried out, of the relevant experts or technical specifications that have the right to do so, and technical specifications are subject to mandatory registration; Service stations are registered at the request of the enterprise;
- introduction of appropriate references to new standards in the Supply Contracts, as consumers are also switching to accepting products according to new standards;
- providing workshops with new devices, fixtures, etc.;
- professional development of personnel;
- manufactured products should be accompanied by documents issued with indication of new standards. Products manufactured before 06/01/2023 should be issued with a reference to the canceled GOST. And other necessary activities. The Implementation Plan specifies the deadlines for the implementation of activities and those responsible.
The work on the introduction of new introduced standards is being completed by the Implementation Act, approved by the head of the enterprise.
