Association "StekloSouz" of Russia. Information about the Prohibition and Permissive Export of Glass Containers

As part of the implementation of the sectoral program of activities, the Association StekloSouzof Russia informs you:

Decree of the Government of the Russian Federation of March 9, 2022 No. 311 on measures to implement Presidential Decree No. 100 of March 8, 2022 "On the application of special economic measures in the field of foreign economic activity in order to ensure the security of the Russian Federation" introduced a ban on the export of up to December 31, 2022 for a number of products. According to the List attached to Decree No. 312 dated March 09, 2022, it was forbidden to export goods, including the glass item “Glassware for laboratory, hygienic or pharmaceutical purposes, graduated or not graduated, calibrated or not calibrated” under the EAEU TN VED code 7010 100000.

On March 17, 2022, No. 390 was issued a new Decree of the Government of the Russian Federation “On changing and invalidating certain aspects of the Government of the Russian Federation”. Additionally, point 2* was introduced, according to which, by decision of the Government of the Russian Federation, on the basis of proposals from federal executive authorities agreed with the Ministry of Industry and Trade of the Russian Federation, temporary permits for the export of goods included in the attached list, provided for in Appendix No. 6 to the Government Decree No. 312 dated March 09, 2022

Annex No. 6 "The list of certain types of medical goods, in respect of which a permitting procedure for export was introduced on a temporary basis" was supplemented with a number of new positions from the classifications of the TN VED codes of the EAEU, including:

"7010 10 000 0 Glass ampoules

7010 90 210 0 Bottles, bottles, flasks, jugs, pots, jars and other glass containers for the transport or packaging of goods made from glass tubes

7010 90 710 0 Bottles, bottles, flasks, jugs, pots, jars and other glass containers for pharmaceutical products of a nominal capacity exceeding 0.055 liters

7010 90 790 0 Bottles, bottles, flasks, jugs, pots, jars and other glass containers for pharmaceutical products of a nominal capacity not exceeding 0.055 liters

7010 90 910 09 Bottles, bottles, flasks, jugs, pots, jars and other glass containers for the transport or packaging of goods of a nominal capacity less than 2.5 liters for other clear glass products"

At the same time, the Federal Customs Service, on a monthly basis, before the 15th day following the reporting period, must send information to the Ministry of Industry and Trade of the Russian Federation on the actual export outside the territory of the Russian Federation and re-import of goods.
