Meeting at JSC «Russian Railways»

The meeting was attended by the heads of JSC “Russian Railways”, Federal agencies, industry associations and large Russian manufacturers of building materials.

As it is known, Federal Law No. 302 of April 18, 201 obliged all Federal services to make the transition to electronic document circulation.

However, over the past period, on April 1, 2019, the law does not apply.

The tax authorities still require customs stamps on invoices.

The absence of marks on paper carriers allows the tax authorities not to refund VAT, which constitutes a significant share of the value of the goods - 20 percent.

The heads of the customs service reported that at present the work on the transition to electronic document circulation has been carried out.

Responsible employees regulating the implementation of state decisions on the transition to a new form of work have confirmed that all the preparatory work has been done together with the customs department.

According to the officials of the Ministry of Finance of the Russian Federation, the work on the preparation of the order is being completed. Until July 1, 2019, the document will be signed, and Federal Law No. 302 will be valid throughout Russia.

At present, amendments to the tax code are being approved. A trilateral document between departments: JSC "Russian Railways", Customs and Tax Committees from the 2nd quarter of 2019 will begin to work.

At the same time, at the enlarged meeting it was noted that it was necessary to work with the countries of the Customs Union and EurAsEC.

For example, in Belarus, transit must be executed in paper form. It is written in the documents of the Customs Union.

In the former republics of the Soviet Union, Lithuania and others have EU legislation. Over the past five years, JSC Russian Railways has consistently resolved the issue of coordinating shipments according to one requirement.

There is a similar situation in the countries of Central Asia, for Kazakhstan there is no support for the initiatives of Russia for the transition to electronic document management. However, the work on the harmonization of a common understanding of workflow continues. It is necessary to make changes to the founding documents of EurAsEC.

The issue with Finland has been positively resolved, and since May 2019, JSC “Russian Railways” has been moving to a new order of work: electronic document management.

According to the JSC “Russian Railways”, all services are connected to work on the solution of this issue and there is full confidence that Federal Law No. 302 will work in the manner prescribed by law.

The meeting discussed issues of tariff rates.

The meeting participants paid special attention to the high rates of the company and the need to adjust them.

The unacceptable, in some cases, deadlines for the delivery of goods were discussed.

After an exchange of views in an open discussion Osipov, Viktor Ivanovich, President of the Association “StekloSouz of Russia” suggested that the management of Russian Railways set up a joint Working Group to continuously monitor problematic issues and search for solutions.

The management of JSC “Russian Railways” adopted this proposal and entered into the decision of the meeting.

Currently, a working group is being formed from among the leaders of the Russian Associations and JSC Russian Railways.

According to V.I. Osipova until mid-April 2019, the working group will be formed. And he will start drawing up a joint work plan for 2019.
