Association «StekloSouz» of Russia. Meeting on the issue of including glass factories in the register of recyclers

On September 25, 2024, the Association "StekloSouz" of Russia (hereinafter referred to as SSR) held a scheduled meeting of the heads of the relevant SSR services with the involvement of development institutions on the issue of including glass factories in the register of recyclers.

Currently, Rosprirodnadzor sets excessively strict requirements for factories, which prevent them from being included in the specified list.

Within the framework of the requirements of the current legislation, independent recycling can be considered completed only if waste from the use of goods is recycled by legal entities, individual entrepreneurs, information about whom is included in the register of recyclers, including those involved on the basis of an agreement with the manufacturer of goods, the importer of goods.

Aleksey Savin, Chairman of the SSR Ecology Committee, delivered a report. In his speech, he noted that ongoing work is currently underway with the Ministry of Natural Resources and Environment of the Russian Federation, the PPC REO on issues of coordinating and simplifying the requirements imposed on glass factories.

Currently, many factories are faced with excessive requirements that prevent them from registering as recyclers.

As is known, if a recycler is not included in the list of Rospotrebnadzor, the acts that will be issued will not be counted towards the implementation of recycling standards.

The meeting was chaired by Viktor Osipov, President of the Association "StekloSouz" of Russia. He reported that glass factories are currently offered a simplified form for filling out an application and accompanying documents to continue working in this direction. This format is aimed at factories.

Work with representative and executive authorities continues.

At the same time, Viktor Osipov reported that if it is necessary to modernize production, it is possible to receive preferential financing in accordance with the provisions of the Federal Law of December 29, 2014 No. 458-FZ "On Amendments to the Federal Law "On Production and Consumption Waste".

The participants of the meeting made decisions.

*Work on the topic of including glass factories in the register of recyclers will be continued at the 25th annual international Forum "Glass and Modern Technologies - XXI", which will be held on November 21-22, 2024 at the State Autonomous Professional Educational Institution of Higher Education "Gus Glass College" named after G.F. Chekhlov (Vladimir Region, Gus-Khrustalny, Pisareva St., 17).
