The Levada Center data was presented at the meeting: almost half of Russians (47.7%) are sure that the problem of landfills can be solved by reducing the consumption of disposable packaging in supermarkets. Almost a third of Russian residents (29%) are ready to stop using disposable packaging and packaging, if a system for using reusable alternatives appears in stores and catering facilities.

EPR is the principle by which manufacturers of goods circulating in the territory of the Russian Federation must pay an environmental fee for their disposal or enter into contracts for the processing of waste from their products (mainly packaging). Environmental collection rates and recycling standards vary for each product category. Thus, according to the decision of the Government of the Russian Federation, now the rate for 1 ton of wooden packaging is 3066 rubles, paper packaging - 2378 rubles, plastic - 3844 rubles, hollow glass - 2564 rubles, monitors and TVs - 26469 rubles and plastic packaging - 3844 rubles.

According to a government decree approving waste disposal standards for 2018–2020, manufacturers in 2019 must dispose of or pay for ecological collection for 35% cardboard, 15% wooden packaging, 15% plastic packaging, 20% hollow glass, 10% monitors and televisions and 15% polymer packaging.
