Later, he clarified that according to current standards it is impossible to put more than five tanks on one container platform, and the tank itself must be metal, welded from iron and knocked out of wooden planks. Popova admitted that SanPiN can be changed with proper justification and compliance with the basic principle - the preservation of public health.

Deputy Prime Minister Alexei Gordeyev on January 31 at the first meeting of the government commission on waste management of production and consumption called the priority task of switching to separate waste collection in the Russian Federation by the end of 2019 on a two-stream basis. On March 18, at an open dialogue with the head of the Ministry of Natural Resources and Environment Dmitry Kobylkin, the Chairman of the Federation Council, Valentina Matvienko, noted the need for the earliest creation of infrastructure in the Russian Federation for separate garbage collection. According to her, citizens have long been ready for this innovation.
