RAS is ready to substantiate the location of waste disposal facilities

This decision was made on Thursday at a meeting of the Scientific Council of the Russian Academy of Sciences on global environmental issues related to solid municipal waste management (MSW), Chairman of the Council, Head of the Global oh Ecology Moscow State University named after MV Lomonosov, Vladimir Grachev.

"We have today decided to ask the government of the Russian Federation to involve the institutes of the RAS for scientific substantiation, above all, territorial schemes [waste management], because they are compiled without any scientific substantiation. Now there are examples when a pine forest is cut down and a landfill is made on this sandy soil for waste. The sand is hygroscopic, it passes all the water, the liquid muck all goes into the groundwater and then it is not known where it will go, ”explained Grachev TASS after the meeting.

The territorial scheme of waste management describes the system of organization and implementation of work on the collection, transportation, treatment and disposal of waste (including municipal solid waste) generated in the territory of the subject of the Russian Federation. The participation of scientists in the development of these documents will ensure the environmental safety of the population and the environment, said Grachev.

"Waste cannot be avoided, they will still be, but it is necessary to process them scientifically, use and bury them <...> It seems to me that any subject of the Russian Federation can order to the scientific community, through our Council, the scientific substantiation of their territorial scheme, the scientific justification should contain geoecological aspects, social aspects, ... these cards should be superimposed on each other <...> We also noticed that it is necessary to create scientific and public monitoring councils for regional operators handling MSW, so that they can They didn’t dump them anywhere [garbage] and thought about how to scientifically substantiate this work, ”he explained, commenting on the decisions of the Scientific Council.

According to the Institute of Geoecology named after EM Sergeyev (IGE RAS), presented at the meeting of the Naval Council of the RAS on global environmental problems, in Russia there are now 1920 official landfills for disposal of wastes and 15 thousand permitted landfills. The total area of ​​landfill sites and landfills is estimated at 137 thousand hectares and is growing at 1-5 thousand hectares per year. At the same time, no more than 10% of all waste is recycled.
