ONF sent to the President of Russia a public report on the progress of the «junk reform» in the country

In addition, the ONF experts have done a lot of work on the analysis of regional programs for the treatment of MSW, competitive documentation on the selection of regional operators received by citizens of "payments" for January - the first month of the implementation of the "garbage reform".

“Experts, ONF activists have done a lot of hard work. We shoveled a huge amount of information from open sources. In addition, Molodezhka ONF conducted raids in 32 regions of the Russian Federation. Our activists visited about 42 objects that today really exist in the regions - modern waste sorting stations, garbage plants. We have seen that truly new modern waste management chains have been launched in many regions, ”said Mikhail Ravvozhaev, the head of the ONF Executive Committee.

At the same time, the head of the ONF executive committee noted that the reform had undoubtedly started with considerable difficulties. More than 4 thousand calls were made to the garbage reform hotline. The registrars did not have enough informational work with the public. Every second caller asked questions about the essence of the “garbage reform” - what is it and what is the new price in the bills now. People wonder why there were no containers for separate garbage collection in the courtyards, and also ask questions about the timeliness of removal of municipal waste.

“Those who turned to the direct line also asked about where the garbage is being transported in their regions. According to people, he is transported to the same crowded landfills and he is not subjected to any sorting. We carefully checked this information during raids by Molodezhka ONF and by our regional environmental activists. In a number of cases, it was confirmed, ”said Mikhail Razvozhaev.

At the same time, he said that while the infrastructure in the courtyards really leaves much to be desired. “Capacities for separate collection appeared in the units of the regions, but this does not mean that the garbage is not sorted. Because it is sorted in waste recycling plants. We see that this was not explained to the people. And therefore there is no understanding that something has changed in terms of quality. At the same time, it is important that many people express willingness to sort the garbage, but they cannot do this because of the lack of infrastructure and feel frustrated with the announced reform, ”the head of the ONF Executive Committee noted.

Also, representatives of the ONF studied the data on tariffs of 142 regional operators for TKO. “We received the payment of each operator and compared the cost, which was in November-December 2018, with the cost that was exposed to people in January 2019. Accordingly, the cost of housing services, which was before the new year, should have been reduced when a separate tariff for the circulation of TCRs appeared. Analysis of the payment showed that this did not happen everywhere. Thus, there was a doubling of payment, ”said Razvozhaev.

Also, ONF experts studied the data on the average number of employees of 142 regional TCR operators. “It turned out that in a number of regions there are absolutely“ wonderful ”stories - five regoperators, with whom agreements on multimillion sums for handling MSW are concluded, do not have a single employee in the state. Another 15 regoperators cost one employee in the state. The reputation of these firms can be described by the definition that the president gave in his message - “muddy offices”, the head of the ONF Executive Committee noted.

It’s good that these are just 20 of the 142 reg-operators. The rest have both staff and relevant material resources in order to carry out this work, he added.

Experts of the ONF “For Fair Purchases” project also checked the contests for the choice of regoperators themselves and came to the conclusion that they were not competitive enough. “That is, relatively speaking, the average number of participants is 1.57. In more than half of the contests, there was actually one bidder who won these auctions. Why is that bad? Because the starting price of waste management services in the region during such competitions, as a rule, does not decrease, and then this is reflected in the tariff, which is presented to people. Therefore, regarding these competitions, we will apply to the Federal Antimonopoly Service to review their results there and evaluate the quality of the competition, ”said Razvozhaev.

As is known, the Association StekloSouz of Russia (hereinafter SSR) is a member of the All-Russian Popular Front (hereinafter ONF), since 2011.

In recent years, SSR experts have been working on a regular basis with ONF on environmental issues, including the organization of the processing of secondary raw materials from cullet for glass factories. At the same time, a great deal of work is being done on rationing the Ecological collection.
