Problems with the disposal of garbage in Russia

The national average collection of payments is 50.3 percent. In some regions, operators may stop working due to low collection rates. These are Dagestan and Samara Oblast (5 percent collection rate), Adygea (14 percent), Kabardino-Balkaria (15 percent), Perm Territory (20 percent), Novosibirsk Region (23 percent), Altai and Krasnoyarsk Territories (25 percent each), Ulyanovsk region (30 percent).

In each region, they must choose a scheme for the collection and disposal of garbage and designate an operator. Now, 80 percent of the regions have been able to switch to the new system. In 253 areas of activity of operators 158 companies operate. Moscow, St. Petersburg and Sevastopol received a reprieve until 2022.

On average, the tariff (sorting, processing, transportation and operator expenses) is 562 rubles per cubic meter of garbage, a minimum of 93.48 rubles, and a maximum of 2,487.85 rubles.

Earlier, Russian President Vladimir Putin ordered to restrain the growth of tariffs for the export of household waste for citizens. As he stressed, if the garbage reform is limited to the growth of payments for housing and communal services, it will be a profanation.
