The forum "Business Russia" discussed new technologies in business and export support

During the session, they discussed the potential tasks of expanding Russian business to new foreign markets. According to the general agreement of the discussion participants, the focus of attention of the state shifted towards supporting “value added exports”, creating conditions for the rapid introduction of advanced developments in production, supporting start-ups and high-tech companies.

The first speaker was the Minister of Economic Development of the Russian Federation Maxim Oreshkin. He spoke in detail about the idea of ​​the ministry to create "regulatory sandboxes". According to him, all development institutions and other mechanisms for providing state support will be focused on the fact that the business does not just work, but creates added value.

“Value added is either the wages of people who work in this industry, or profit, which is transformed into investment. That is why, when we talk about creating new technologies, digital productions, first of all, we need to understand whether value added will be created or not, ”the minister stressed.

In turn, Nikolai Yakovlev asked the Minister to comment on the observations of world experts regarding the position of "lagging behind" countries in the period of scientific and technical revolutions. In their opinion, a lagging country has every chance of overtaking developed countries by introducing new technologies into the production system. Maxim Oreshkin agreed with this position, stressing that such a picture emerges due to the "habit" and the unwillingness of capital and business to adapt to new technologies. At the same time, lagging countries have no such problems, and new technologies can help them to get ahead.

“On the one hand, we always have the window of opportunity, but in terms of introducing new technologies, Russia has about 10 years left. If we do not fit in, then it will be very difficult for us to do this, ”commented Maxim Oreshkin on the moderator’s question about whether there is a temporary backlash in Russia to break into a leading position.

Using the example of the spread of artificial intelligence technologies, the minister spoke about the growth rates (10-15%) that a business could have if it dared to introduce such technologies. Ultimately, in a competitive environment, this means proactive leadership. Continuing the topic, Maxim Oreshkin told, on what in the modern world they earn added value. “Today, money is earned on the invention of a new product and on the marketing of this product,” the minister is convinced.

The discussion was continued by the head of the Russian Export Center, Andrei Slepnev. He spoke about the plans of the REC for 2019, in particular, about the idea of ​​creating a single window for all exporters in the country. “In the May decree and the national goals set out in it, the objectives are stated to increase the export position of Russian products. Therefore, all state support measures in the near future will be focused on assisting domestic exporters, current and potential, ”said Andrei Slepnev.

The first deputy chairman of the Ministry of Industry and Trade of the Russian Federation, Sergey Tsyb, spoke about the work of the department in trade missions, which were transferred to the Ministry of Industry and Trade of the Russian Federation last year. He noted the tasks of the ministry in the framework of the “Unified Export Promotion System” developed at the REC. In addition, the official stressed the importance of creating new free trade zones, as this is an important element in bringing Russian goods to the world market. Also, for the further promotion of Russian products in foreign markets, the department is preparing a program for the distribution of dealer and service centers of Russian industries abroad.

The Minister of the Eurasian Economic Commission Veronika Nikishina spoke about the prospects for free trade zones. She noted that there are unfounded doubts in the Russian professional community regarding free trade zones. Officials and experts fear that open markets, completely devoid of protective measures, will “kill” the domestic producer. However, according to Veronika Nikishina, the practice proves the opposite. She cited Vietnam as an example and an agreement on a free trade zone with this country signed two years ago: exports from Russia to Vietnam exceeded Vietnamese exports to our country in terms of volume, although everyone expected the opposite. Before the signing, skeptics said that Asian manufacturers were destroying the unequal competition of Russian producers.

The discussion on the importance of Russian exports for the domestic economy was continued by the chairman of VEB RF Igor Shuvalov. According to him, Vnesheconombank, as curator of the REC, will soon receive the authority to supervise all state development institutions. All instruments of state support will be concentrated under a single goal - the development of export potential. For this, the REC, as one of the GIRs, will finance projects that have significant export potential.

The speeches of the Russian President’s Special Representative on Digital and Technological Development Dmitry Peskov and the Deputy Head of the Presidential Expert Department Leonid Osipov concluded the discussion. According to Dmitry Peskov, all the tasks set by the president on economic breakthrough cannot be accomplished without human and human resources. “A breakthrough is created by people,” said Dmitry Peskov. At the same time, he stressed that today he has questions for the government in terms of staffing the implementation of national projects, since funding for these articles in the passports of these documents is not provided.
