A unified approach from the government is needed, because now the practice in the regions is different, he believes: “Somewhere colleagues believe that this is the responsibility of the municipality, somewhere they impose it on regional operators.” Existing regulations allow the direction to 1% of the proceeds of regooperators for the purchase of containers. Mr. Nikitin believes that this is not enough: to re-equip container sites and create new ones, only his region needs about 850 million rubles, but for 2019 the regional budget for these activities provides for funds in the amount of half of this amount. Head of the Ministry of Fuel and Energy Complex and Housing and Public Utilities of Krasnodar Region Yevgeny Zimenko also complained about the lack of funds:
Municipalities can not organize this work, because containers for six months come into disrepair. We would like to put all costs into the tariff of a regional operator - it would be more correct for him to do this in order for the budget not to incur additional costs. ”

The head of the Ministry of Environment Dmitry Kobylkin agreed with the proposals on the transfer of the arrangement and maintenance of container sites to regional operators. Therefore, to say that today the regoperator is not able to do this would be wrong. ”
