The ministry believes that in this way it will be easier to accumulate money for its intended use - to protect the environment. Experts agree on this.

“Now revenues from pollution charges are often used for completely different needs. The appearance of a separate article in the budget will exclude inappropriate use of environmental charges, ”said Vadim Zaripov, head of analytical service at Pepeliaev Group.

In turn, entrepreneurs believe that if non-payment to the fund will be punished as well as non-payment of taxes, then there will be no difference for them.
