Medvedev believes the current system of tariffs for garbage collection is not completely fair

Since January 1, the reform of the garbage industry has started in Russia. In order to ensure civilized waste management, the tariffs for their removal for the population were revised taking into account the costs of operation, construction of sorting, plants and landfills and transportation to them. The regions had to calculate the cost of the service on their own, part of them set the price based on the standard multiplied by the number of people living, the other - by the area of ​​housing.

“Both forms are not completely valid,” Medvedev admitted. According to him, “it is necessary to move on to the garbage control system, which is based on real production. In other words: who produces more garbage, then he pays more. Then the payment will be absolutely fair for a particular house and family.” The Prime Minister suggested that it would take several years to introduce such a system.

The head of government recalled that the regions set tariffs on their own, the cost differs from region to region depending on the logistic capabilities and waste management capacities at disposal. According to him, 80% of the subjects of the Russian Federation entered payment for a resident person.

Medvedev also explained the plan to pay for garbage on the area of ​​housing: "A person who has a large living area partly subsidizes those who have a small area. Whether this is fair or not is a moot point, I think this element of injustice is laid."

Separate collection Medvedev noted the importance of introducing separate garbage collection. "There is rubbish that can be recycled, the operator can even earn something on it. It’s wrong to take money for this rubbish, this rubbish operator should take it for free. <...> Just as it happens in countries with a modern system recycling will need to be introduced to have a dual system of control over the garbage, "- he said.

Earlier, Deputy Prime Minister Alexei Gordeev stated that the primary task in 2019 would be to switch to separate waste collection according to the two-stream principle, when recyclable materials (paper, plastic, metal, glass) are thrown into one container, and dirty packaging in another container street litter and organic waste. According to the Ministry of Natural Resources of the Russian Federation, this system will be introduced starting from megacities.
