Russia will strengthen environmental safety measures in construction

Given the huge scale of construction in Russia, it is necessary to develop additional measures to ensure environmental safety in this industry. This was stated by the Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev at a meeting on security in the construction sector, taking into account the environmental factor.

The Deputy Chairman of the Security Council proposed, in particular, to consider the possibility of transferring the state ecological expertise to the stage of justifying the project's investments. “Today this procedure is being carried out when the developer has already chosen a land plot and is actively preparing for construction. Expertise at the pre-design stage will allow to determine in advance the environmental restrictions on the territory - without any damage to the environment on the part of the developer, ”he stressed.

Dmitry Medvedev considers it important to improve environmental control during capital construction. “Construction supervision, which includes environmental protection issues, is carried out not only by government agencies. For its implementation, developers often involve private companies. However, there are no uniform requirements for their work. I propose to think about attributing private construction control to licensed activities and introducing mandatory requirements for the certification of specialists of such companies, ”he suggested, adding that the issue of establishing responsibility for them for poorly rendered services should be worked out.

The Deputy Chairman of the Security Council drew attention to the fact that not all types of building materials are subject to mandatory state certification today. “It is necessary to certify products that are used in the production of materials for civil and industrial construction,” he said.
