Winemaking law to appear in Russia

A group of deputies from all fractions introduced to the State Duma a new bill on viticulture and winemaking in the Russian Federation - the basic document for the country's wine industry. Among the authors of the bill - State Duma deputy Dmitry Belik. He joined the working group from Sevastopol. The parliamentarian noted that the document takes into account the specifics of the functioning of the wine industry in our city and in Crimea.

DMITRY BELIK, deputy of the State Duma of the Russian Federation: “Our main task is to protect our producers: Crimea, Sevastopol, Krasnodar Territory and other regions from, let's say, the unfair competition that exists today. We are well aware that hundreds of thousands of tons of the so-called wine material are imported today and bottled. Often low-quality, often one that is impossible to drink and that harms the health of our citizens, our residents of the Russian Federation. ”

Recall, on October 10, the bill "On the development of viticulture and winemaking" was rejected by the State Duma in the third reading. As Chairman of the State Duma Vyacheslav Volodin noted, the bill did not solve the main problem - the protection of domestic manufacturers - and did not offer specific measures to support the industry. The parliamentarians are sure: the adoption of the law before the end of the year will create jobs and provide additional income to the budgets of several regions of the country.

DMITRY BELIK, deputy of the State Duma of the Russian Federation: “I think that in 2020 a new stage will begin in the revival and growth of this very important industry for Russia - winemaking and viticulture. First of all, we must understand that the main wine that is produced in the Russian Federation must be protected. It should be made from the grapes that grow on our territory, and not from imported wine material. ”

So, in 2017, Dmitry Belik came up with a legislative initiative to extend the transition period for Sevastopol and Crimean winemakers until 2020. The State Duma adopted the corresponding amendments to the law on the circulation of alcoholic beverages in the third reading, and winemakers received two additional years to complete the transitional processes in the field of production, bottling and sale of wine. In addition, this year it was possible to resume the delivery by the Kavminsteklo plant of glass containers to the wineries of Sevastopol and Crimea, which had previously been stopped due to US sanctions.
