Russia has changed the procedure for calculating garbage collection tariffs

In Russia, the rules for calculating the utility tariff for garbage collection are changing. Now regional operators do not have to take into account profit tax and fees for negative environmental impacts in pricing. This should lead to a reduction in the tariff for garbage collection for Russians, the FAS suggests.

The authorities changed the rules for calculating the tariff for garbage collection. This is stated in the decree signed by Prime Minister Dmitry Medvedev.

At the same time, changes were made to several points of the previous government decree entitled “On pricing in the field of solid municipal waste management”.

So, new rules have been introduced for calculating the depreciation of “fixed assets and intangible assets”. Now they will take into account the useful life of such assets. For objects constructed at the expense of the budget, depreciation "for the purposes of tariff regulation" will not be taken into account.

Profit tax and payment for negative impact on the environment were removed from the base for calculating the “garbage” tariff.

That is, now entrepreneurial profit will be calculated from a smaller base, the Federal Antimonopoly Service (FAS) explained.

“The decision of the Government of the Russian Federation will improve the quality of tariff regulation, make it more transparent and predictable. The agency expects that the measures indicated in it will reduce the tariff burden on consumers in the near future, ”said Vitaly Korolev, deputy head of the FAS Russia.

However, the change in the tariff schedule did not please the Russian environmental operator (REO), which is responsible for the implementation of the “garbage reform”.

The operator does not fully agree with the section of the document that relates to the determination of the estimated entrepreneurial profit, although there are court decisions on this issue.

“Other changes to the resolution are technical in nature. The pricing basics do not take into account the numerous costs incurred by regional operators, namely: the creation and support of billing systems, the expansion and repair of the container fleet, the development of work quality control systems, ”the TASS agency reports.

Recall that tariffs for the removal of municipal waste from the beginning of this year, when the country began the garbage reform, are in the competence of regional "garbage" operators.

Operators are created in the subjects of the federation that are selected on a competitive basis and control the work with waste.

Also, within the framework of the reform, the norms for the accumulation of MSW were determined and tariffs for garbage collection were set. A new service has appeared in utility bills - garbage collection, a line in the housing and communal services receipt titled “MSW Handling”.

However, the ongoing reform did not please the Russians. Many fellow citizens began to indicate an increase in payments, and debt for garbage collection increased.

The main problem of the reform remains the collection of payments for garbage collection, an expert of the ONF working group Arseny Belenky indicated earlier in an interview with the Gazeta.ru correspondent. The cost of the garbage collection service often causes controversy, and regional operators, in turn, can not always correctly calculate the tariffs, he noted.

Non-payment for garbage collection reaches exorbitant rates. Up to 70% among companies and up to 35% of the population, said the Director General of the Russian Ecological Operator (REO) Denis Butsaev in an interview with RBC owned by Grigory Berezkin.

However, not everyone agrees that at least some changes have begun in the country.

Rubbish reform still exists only in the headlines in the media, in fact, there isn’t any,

said "Gazeta.ru" expert of the project "Zero Waste" Greenpeace Alexei Kiselev.

“For a very simple reason: if Moscow, St. Petersburg and the city of federal significance Sevastopol [the regions got the right to defer reform - Gazeta.Ru”] disappear from the garbage reform, because they need to start the garbage reform from 2022, and we are talking about 30% of the waste, then what kind of garbage reform can we talk about? ”- said Kiselev.

Against the backdrop of problems with the implementation of the reform this week, the deputy minister of natural resources, Vladimir Loginov, who was responsible for state policy issues in the field of regulation of production and consumption waste management, was dismissed.

In addition, Loginov was listed as the head of the Russian federal program under the name "Integrated Solid Waste Management System". According to the program, it is necessary, in particular, to increase the share of waste directed to processing from 7% in 2018 to 60% in 2024.
