FEZ participants in Crimea and Sevastopol will receive new benefits

Participants of the free economic zone in the Republic of Crimea and the city of Sevastopol will receive benefits that have been expected for more than a year. We are talking about the possibility of using reduced rates of insurance premiums by those enterprises who received the status of a participant in the FEZ after January 1, 2018. The corresponding decree of the Russian government was adopted in mid-January 2021. According to the Ministry of Economic Development of Russia, this will not only make it possible to equalize the position of the new participants in the FEZ (who joined it on January 1, 2018 - ed.) With the "pioneers" who entered it in the first few years, but also to increase the investment attractiveness of the sanctioned Russian regions. Equal conditions for all

A decree of the Russian government adopted in January establishes special coefficients that are applied to the volume of capital investments of a FEZ participant, depending on the type of its activity. Thus, for entrepreneurs working in the free economic zone, the threshold for the amount of contributions increases, after which the benefits are canceled.

The highest coefficient applies to 30 types of economic activity, in particular, in the field of agriculture, light and food industries, mechanical engineering, health care, information technology, education and social services. The second on the scale coefficient will be relevant for enterprises operating in the field of glass production, waste collection and disposal, water transport and auxiliary transport activities, as well as rental and rental of goods for recreation and sports. The adoption of coefficients that, in fact, prolong an attractive grace period for entrepreneurs, eliminates unequal conditions for participants who entered the FEZ before January 2018, and for those who appeared there later. The latter did not receive benefits until July 2020. Then changes were made to the Tax Code of the Russian Federation, which made it possible to apply reduced insurance premiums to the "second wave" of entrepreneurs participating in the FEZ.

Moreover, unlike those who joined the work before January 2018 and can have benefits only for the first 10 years of work, participants who came from 2018 will be able to work in a preferential mode until the end of the FEZ period in Crimea and Sevastopol. And this is 2039.

Benefits and preferences

According to the Deputy Minister of Economic Development of the Russian Federation Sergey Nazarov, reduced rates of insurance premiums are one of the most significant benefits provided to the participants of the FEZ. "In fact, the FEZ participant now has the opportunity to fully compensate for the investments made, and in some cases - to receive a preference from the state, up to one and a half times higher than the volume of investments made," the official stressed.

The importance of the privilege is also confirmed by the fact that the absolute majority of participants in the free economic zone in Crimea and Sevastopol are small and medium-sized businesses (90% of them). For them, any fiscal indulgences, especially during a period of economic tension after a pandemic, become a serious help not just for development, sometimes for keeping jobs. Advantages in benefits are also seen for the regions of the peninsula: thanks to the work of the FEZ and the accession of new participants to it, both the republic and Sevastopol receive an inflow of investments, which at least partially compensates for the sanctions "cap" over the subjects, develop public-private partnerships and strengthen the economy as a whole.

Waited impatiently

According to the general director of Olenevka Village Anna Stashkova (the company organized the largest camping on the peninsula in the west of Crimea - ed.), The changes were awaited and received "with optimism." "The privilege was returned from January 1, 2020, and this is a huge plus," Stashkova admitted. "It is gratifying that the government is meeting investors halfway. We have sent the necessary documents to confirm capital investments to the Ministry of Economic Development of the Republic of Crimea."

The accepted benefits, according to Elizaveta Gerasimova, financial director of the Belogorye Estate, will be a good support for those FEZ participants whose facilities have not yet been commissioned. “In our case, these are orchards,” she explained. “Lowering tariffs will entail a reduction in the cost of objects. When the vineyards begin to bear fruit, our costs will decrease and profits will increase.”

The free economic zone on the territory of the Republic of Crimea and the city of Sevastopol was created in November 2014. As of January 18, 2021, 1660 participants of the free economic zone were registered in the territories of the regions (in the Republic of Crimea - 1266, in Sevastopol - 394). The volume of investments made by the participants of the FEZ over five years has reached 157 billion rubles. Of these, almost 105 billion falls on capital investments made by the participants of the FEZ during the same period.
