CCI asks to give salary subsidies to all entrepreneurs from affected sectors

Without exception, all Russian entrepreneurs who operate in the sectors most affected by the coronavirus pandemic should receive subsidies for employee salaries. This opinion was expressed on Friday by TASS by the head of the Chamber of Commerce and Industry of Russia Sergey Katyrin, adding that the corresponding appeal was sent to the acting head of the Cabinet - First Deputy Prime Minister Andrei Belousov last week.

According to the current decree of the Government of the Russian Federation, only those small and medium-sized enterprises whose main economic activity (OKVED) refers to the most affected sectors will be able to receive salary subsidies.

“In our opinion, we need a unified approach to identifying small and medium-sized businesses that are subject to financial support measures. The right to interest-free loans and subsidies should be granted to enterprises operating in the most affected sectors, regardless of whether they have their main or additional OKVED” - said Katyrin.

According to him, the business considers the current procedure for issuing subsidies to be unfair. "Entrepreneurs who have only an additional OKVED related to the affected sectors, like their colleagues with the main OKVED, faced exactly the same problems and troubles, their activity was suspended or stopped in the same way," he explained.

The head of the chamber expects that in this regard, amendments will be made to the government decree No. 576 of April 24.

About subsidies

On April 27, Russian Prime Minister Mikhail Mishustin approved the rules for granting salary subsidies to employees of small and medium-sized enterprises, who were recognized as the most affected by the pandemic. According to the text of the document, subsidies will be paid to companies from the register formed by the Federal Tax Service (FTS).

The conditions for inclusion in the register in order to provide subsidies are an electronic application from an individual entrepreneur or company included in the register of SMEs before March 1, 2020, the absence of a liquidation process or bankruptcy proceedings. Also, tax and insurance debt of a company or individual entrepreneur should not exceed 3 thousand rubles, and the staff should not be reduced by more than 10%.
