TOP "Nadezhdinskaya" in Primorye in five years has attracted more than 50 billion rubles of investments

The Nadezhdinskaya Advanced Development Territory (TOR), created in Primorye five years ago and became one of the first in the Far East, more than one and a half times exceeded the plan to attract private investment. Since 2015, the total investment in the site has exceeded 50 billion rubles, the regional governor Oleg Kozhemyako told TASS.

The first of the coastal ASEZs, Nadezhdinskaya, was established on June 25, 2015. She specializes in logistics, light and food industries, assembly production and mineral processing.

"TOP" Nadezhdinskaya "is the leading platform in the number of residents, because more than half of the investment projects in the TOPs of Primorsky Krai are planned to be implemented on it. It is worth noting that the initial plan to attract investors to the site has been completed two years ahead of schedule. Today 62 residents are implementing there are projects worth more than 50 billion rubles, plans to create at least 5 thousand jobs. Four projects have already been put into operation, about 4 billion rubles have been invested in them, more than 500 employees work at enterprises, "said Kozhemyako.

The fact that the project was successful is also agreed in the RF Ministry for the Development of the Far East and the Arctic. “Undoubtedly, it can be argued that the first five-year work of the Nadezhdinskaya TOP was successful: experience has been gained, real investors have come, they are realizing their projects, we are always in touch with residents, and this interaction is constantly improving. The full effect for the region’s economy from this preferential regime it will be possible to see it only in 10-15 years, when most enterprises will design and build their production, will reach full capacity. In the meantime, we can fix a good start to the project, which allows us to expect that the Nadezhdinskaya TOP will become one of the drivers of the Far Of the East, ”the ministry’s press service noted.

They added to the Ministry for the Development of the Russian Federation that investors have already invested 13 billion rubles in the development of production at this site and created 959 jobs. In 2020, it is planned to launch seven more enterprises. Investors work in different areas - this is the release of high-quality animal feed, a glass factory, industrial and warehouse complexes, fish processing, a greenhouse complex and an industrial park. Six more production facilities are in high readiness, and the Ministry of Eastern Development and Development expects that they will also be able to open in 2020.

“For TOR“ Nadezhdinskaya ”, which was created as a diversified transport and logistics platform, the ideal location was chosen - direct proximity to the Trans-Siberian Railway and ice-free ports, at the junction of highways, one of which is a federal highway. Many facilities have already been built, and construction is still ongoing. As a result, plans for the volume of attracted private investment have been fulfilled by 178%, "the press service of the ministry said.

Unique experience

According to experts, the site has allowed to accumulate a unique experience that extends to other Far Eastern territories of priority development. “For example, a private technopark project is being implemented here, when small enterprises are provided with ready-made premises with all the necessary infrastructure. The management company deals with all economic issues, and the entrepreneur pays only for the rental of space and consumed resources,” the press service of the Russian Ministry for the Development of the Russian Federation said.

"The same approach is also used to create industrial parks in the Khabarovsk Territory and the Republic of Sakha (Yakutia). Moreover, to support the projects of current and potential residents of the ASEZ, we are building production and administrative buildings and providing premises for preferential leases," the Development Corporation JSC said. According to Kozhemyako, another achievement of the Nadezhdinskaya TOP is high-tech and high-tech projects in various fields. For example, here you will find the most modern home-building plant in Primorye, the production of innovative bioadditives and vitamins for the livestock industry, a helium hub synchronized with the world's largest helium production.

Moreover, as the governor noted, the capabilities of this ASEZ are used by both large federal companies and small production projects. “Investors have high interest, so now the site is expanding further, engineering infrastructure facilities are being designed. After the removal of quarantine measures and the resumption of domestic and international business exchange, it is planned to actively promote the new capabilities of the Nadezhdinskaya TOP to investors,” concluded Kozhemyako.

TORI Primorye

In total, four priority development areas have been created in Primorye - Nadezhdinskaya, Mikhailovsky, Bolshoi Kamen and Petrochemical.

TOP Mikhailovsky is an agricultural cluster specializing in the location of large enterprises and centers for deep processing and logistics of agricultural products. The largest shipbuilding complex Zvezda in the Russian Federation is being created in the Big Stone TOP, and the Nakhodka Mineral Fertilizer Plant in the Neftekhimichesky TOP.

In June, the size of the Mikhailovsky TOP was once again increased for the implementation of the second stage of the Legendagro Primorye project for the cultivation of soy and rice. 3.3 thousand hectares of land are additionally included in its borders.
