The results of the analysis by the Accounts Chamber (JV) of the implementation of regional housing overhaul programs in 2018-2019 showed that they can’t cope with their tasks, the agency’s website said.

“Overhaul is aimed at maintaining and maintaining the proper condition of the housing stock and preventing the growth of dilapidated and dilapidated housing. However, the results of the analysis carried out by the Accounts Chamber indicate that the regional overhaul programs, which have been implemented since 2014, still cannot cope with their tasks. According to the data of the Federal State Statistics Service and the Ministry of Construction, the volume of housing stock, which has depreciation from 66% to 70% and above, is not only not decreasing, but even has a tendency to increase, ”the report says.

At the same time, according to the joint venture auditor Svetlana Orlova, budget money for major repairs is practically not involved, citizens transfer money. And among the systemic problems, the department emphasizes the lack of a unified procedure for the formation of regional programs, as well as the technical accounting system for the housing stock, and local authorities and management companies provide inaccurate data on the condition of apartment buildings. According to the Accounts Chamber, this negatively affects, inter alia, the order of the overhaul.

In addition, emergency repairs that are subject to demolition and reconstruction, or dilapidated houses, the repair of which is not economically feasible, are systematically included in overhaul programs. According to the Accounts Chamber, from 2017 to 2019, the Housing and Utilities Fund identified more than 10 thousand such houses. Also, as the agency notes, up to 20% of the planned work is not carried out due to their insufficient organization by regional operators, the length of competitive procedures and the failure of contractors to fulfill obligations.

Another problem, according to the joint venture, is the insufficient financial stability of regional capital repair programs. So, as of January 1 of this year, their total financial security was only 55%. “The problem arose due to the fact that in most regions the minimum contribution for overhaul is almost two times lower than the economically justified amount. The reason is that the subjects establish it taking into account accessibility for citizens at their current income level, ”explained Orlova.

According to the agency, the Minister of Construction and Housing, Vladimir Yakushev, and the Director General of the Housing and Utilities Fund, Konstantin Tsitsin, agreed with the conclusions of the Accounts Chamber. “We understand that the main problem now is the imbalance of funds. And we are working in this regard. During this period, we worked out a model plan for the financial stability of regional operators and worked it out with all regions where such a problem exists, ”said Yakushev.
