Creation of centers of technological excellence

The StekloSouz Association of Russia, which is a member of the Chamber of Commerce and Industry of the Russian Federation (hereinafter referred to as the RF CCI), received a letter from Dmitry Nikolayevich Kurochkin, Vice President of the RF CCI.

By Order of the Government of the Russian Federation No. 1546-r dated 11.06.2020, an Action Plan ("roadmap") in the field of engineering and industrial design was approved, aimed at developing a national system for mastering the best available technologies in key sectors of the economy and implementing the full life cycle of creating high-tech equipment , goods, services of the world level on the basis of domestic scientific and technical developments.

In accordance with clause 28 of the Roadmap, the Chamber of Commerce and Industry of Russia acts as a co-executor in the development of the concept of creating and developing centers of technological excellence based on private companies (TSC). The main executor for this item is the Ministry of Industry and Trade of the Russian Federation. The TSC is understood as a consortium (group of companies) united by the tasks of developing and implementing unique technologies that are competitive on global markets in narrow technological niches of promising areas of scientific and technological progress. A basic private company must have its own unique scientific and technical groundwork, a complex of highly professional engineering competencies, experience in bringing competitive high-tech products to the market and a willingness to form partner science-intensive organizations around itself on the basis of long-term cooperation agreements.

The roadmap provides for the participation of private small and medium-sized businesses from any segment of the real economy in the creation of a national network of sectoral and regional TSCs, first of all, subject to the formation of a research and development unit in the TSC structure, pilot production, certification center and technology transfer / commercialization bureau.

We present the main provisions of the draft Concept for the creation of a network of centers of technological excellence in the Russian Federation developed by the Council of the Chamber of Commerce and Industry of the Russian Federation for Industrial Development and Competitiveness of the Russian Economy and ask you to send comments and suggestions for their addition by July 27, 2020
