Meeting on the problems of development of the glass industry in Russia in the State Duma of the Federal Assembly of the Russian Federation

On December 7, 2022, a meeting was held in the State Duma of the Federal Assembly on the issues of the development of the glass industry in Russia.

Lugovoy Andrei Konstantinovich, First Deputy Chairman of the State Duma Committee on Security and Anti-Corruption, in his speech said that the development of all segments of the glass industry is important for the state economy. The industry provides national security. An understanding of the challenges and opportunities for providing legal support to glass factories is required.

Sipyagin Vladimir Vladimirovich, First Deputy Chairman of the State Duma Committee on Science and Higher Education, outlined the principles that will radically improve the interaction between science, education and production.

Panesh Kaplan Mugdinovich, Deputy Chairman of the State Duma Committee on Budget and Taxes, expressed the opinion that it is necessary to study the proposals of the leaders of the glass industry.

Markov Evgeny Vladimirovich, Deputy Chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection, in his speech noted that the correct legal organization of the collection and disposal of secondary resources will dramatically improve the environmental situation in the country. Extended Producer Responsibility (EPR) can be an incentive to increase the collection and consumption of recycled materials.

Osipov Viktor Ivanovich, President of the Association "StekloSouz" of Russia, made a report "On the strategic direction of the development of the glass industry".

In his report, he spoke about the plans for the development of the glass industry until 2025.

Priority tasks:

• Guaranteed satisfaction of any customer requirements

• Technological independence

• Harmonious development of consumption

• Social stability and industrial development of subjects

• Science for production

• Education for production

Viktor Osipov reported on the unbalanced development of glass factories in the Russian Federation.

The development of domestic demand through the improvement of the legal framework will increase its own consumption and processing.

Viktor Osipov expressed confidence that the creation of conditions for domestic science and education will allow for a systematic improvement of technological processes for the production of glass and products for various sectors of the national economy.

Particular attention was paid to environmental issues and the development of state economic incentives to increase the growth in the consumption of secondary raw materials. This will save natural resources for future generations. Reduce consumption of energy resources.

There were proposals to improve state support programs through various mechanisms of state guarantees to the RF Industry Development Fund.

New challenges must be taken into account. The time has come to change the current procedure for co-financing projects.

At the All-Russian congress-forum "Glass and Modern Technologies-XXI" on November 17-18, 2022, a decision was made to restructure relations with research institutes, higher and secondary educational institutions. From 2023, large-scale work will begin to ensure that science and education are focused strictly on production.

Viktor Ivanovich announced the expected results of the approved Glass Industry Development Program:

• Technological independence

• Stability and predictability of orders for glass and products in the short and long term

• Reducing the technological backlog of factories and industrial engineering

• Growth in production in the glass industry

• Growth of jobs and tax deductions

• Social stability

The current situation with the provision of the industry with equipment, components, control software and raw materials for production was reported by:

Mor Anton Pavlovich, general director of Siberian Glass LLC, said that in tactical terms there are acute issues with the maintenance of imported equipment. Rising prices for raw materials, mainly for soda and components, are putting a heavy burden on the profitability of glass factories. State intervention in negative processes is necessary.

Savchin Nikolai Vasilievich, General Director of JSC "GLASS MARKET" outlined the problem of environmental fees for the export of glass containers to Belarus. The difference in the assessment of the environmental fee is 68%, not in favor of the Russian manufacturer.

Gumenyuk Oleg Arkadievich, General Director of InterGlass LLC, said that a radical change in work is needed through the legal regulation of development institutions, in particular, the RF Industry Development Fund. These state structures began to demand excessive guarantees, which clearly hinders investment activity.

All glass melting managers attending the meeting pointed out that Extended Producer Responsibility (EPR) should be placed on glass container consumers. In order to increase the collection and consumption of cullet, it is necessary to create legal conditions through the approval of a system of incentives for glass makers and collectors of secondary raw materials. The abolition of VAT will improve the situation of increasing the collection and consumption of cullet.

The leaders of the State Duma will continue to work together with the leaders of the glass industry in the field of improving the current legislation.
