The functions of eight development institutions will be redistributed between VEB.RF and federal executive bodies, these institutions themselves will liquidate.
Russian Prime Minister Mikhail Mishustin announced a large-scale optimization of development institutions. Some of them will go under the control of the VEB.RF state corporation, some will merge with others that are similar in functionality, and almost every fifth will be liquidated.
Key points of optimization.
- VEB.RF will take control of eight institutions - the SME Corporation, the Russian Export Center and the Russian Agency for Insurance of Export Credit and Investments (EXIAR), Rusnano, Skolkovo, the Industrial Development Fund, the Fund for Infrastructure and Educational Programs, and the Fund assistance to the development of small enterprises in the scientific and technical sphere (aka the Innovation Promotion Fund).
- He will also receive part of the functions of eight more development institutions, which will be eliminated. Another part of their tasks will be transferred to the federal executive authorities. Mishustin did not specify what specific organizations were in question.
- Many other institutions will be consolidated. The Russian Venture Company will go under the control of RDIF, the Russian Foundation for Basic Research will join the Russian Science Foundation.
- The Unified Leasing Company (based on the State Transport Leasing Company, which was recently headed by the former Minister of Transport Evgeny Ditrikh, and VEB-Leasing), the Universal Bank (from SME Bank and DOM.RF Bank), the Unified Housing and Utilities Reform Fund (already the existing institute with these names will be merged with the Fund for the Protection of the Rights of Shareholders).
- The reform will not affect 12 institutions that are recognized as strategically important. These are the state corporations Rosatom, Roscosmos and Rostec, Rosagroleasing, Rosselkhozbank, the Deposit Insurance Agency, the Russian Ecological Operator, DOM.RF, and the Far East and North Caucasus Development Corporation.
- Moreover, the "Resorts of the North Caucasus" will receive wider functionality by becoming a Tourism Corporation. This seems to be related to the separation of tourism into a separate national project.
- Optimization of development institutions is in line with the general administrative reform, which Mishustin announced on November 16.
