Russian President Vladimir Putin instructed by March 1 to submit proposals to limit the rise in prices for building materials. Such an order, addressed to the Cabinet of Ministers and the State Council Commission in the direction of "Construction, housing and communal services, urban environment", is contained in the list published on Monday on the Kremlin website.

Also, the government and the State Council commission will have until February 1 to reduce the investment and construction cycle by at least one year, to ensure the optimization of procedures in construction, including the possibility of their implementation on the principle of "one window" using digital technologies and information systems.

The President pointed out the need to amend the legislation to synchronize the design and construction of capital construction facilities with measures to connect them to engineering and technical support networks, as well as with the transfer (reorganization) of engineering communications necessary for these purposes.

In addition, the Cabinet of Ministers will need to consider the issue of establishing aerodrome areas that ensure flight safety, with the subsequent approval of a separate sanitary protection zone, in which additional requirements for placed facilities or restrictions on their construction may be established, while paying attention to the establishment of transitional provisions for compliance the requirements of the legislation in the field of ensuring the sanitary and epidemiological well-being of the population before the establishment of such a sanitary protection zone.

The government was ordered to amend the legislation by August 1 to determine the legal status of premises in multi-functional buildings, including residential ones.

Until March 1, it will also be necessary to consider the issue of establishing a simplified procedure for attracting foreign builders, including from a number of CIS countries, in compliance with sanitary and epidemiological requirements to prevent the spread of a new coronavirus infection.
