The Association "StekloSouz" of Russia includes companies that are processors of secondary raw materials and carry out activities for the collection, transportation, processing, disposal of waste and have every opportunity to ensure compliance with the recycling standards for certain groups of goods / packaging (for example, group No. 28 " Hollow glass ", No. 52" Glass packaging "or No. 25" Sheet glass bent and processed "). Thus, these companies help manufacturers of goods at least 2 times reduce the cost of paying environmental fees.

Since 2015, Russia has been operating a system of extended producer responsibility (EPR). This system provides for the disposal by manufacturers and importers of goods of a certain volume of products that have lost their consumer properties. The volume of utilization is determined by the Government for each group of goods.

So, in 2021, enterprises that manufacture goods in glass packaging (hollow glass and glass packaging) are required to recycle 25% of the same or similar waste. Starting from 2022, the recycling rate will be 100%.

Enterprises / manufacturers of goods can fulfill the recycling standard by organizing their own facilities for the disposal of waste from the use of goods or by concluding agreements with an operator for the management of solid municipal waste, a regional operator, an individual entrepreneur, a legal entity that utilizes waste from the use of goods. Producers and importers of goods that do not ensure independent disposal of waste from the use of goods produced / imported by them or that have not reached the disposal standards, pay an environmental fee.

According to the Decree of the Government of the Russian Federation dated April 9, 2016 No. 284 "the rates of environmental tax for groups No. 28" Hollow glass ", No. 52" Glass packaging "are 2564 rubles per 1 ton for each of the groups, the rates of environmental tax for groups No. 25 “Sheet glass bent and processed”, No. 27 “Insulating multilayer glass products” amount to 2858 rubles. per 1 ton for each of the groups.

Reporting on the fulfillment of the waste disposal standard is submitted to Rosprirodnadzor by April 1 of the year following the reporting period.
