The list of national standards that regulates compliance with the Technical Regulation on the safety of buildings and structures has been updated

Decree of the federal government of July 4, 2020 No. 985 approved an updated list of national standards and codes of practice, the application of which on a mandatory basis ensures compliance with the requirements of the Federal Law "Technical Regulation on the Safety of Buildings and Structures", which will enter into force on August 1, 2020 .

The list was updated with the active participation of representatives of the professional and expert community. The structure of the document remains the same - it includes individual paragraphs of 74 sets of rules and 4 state standards (GOST).

At the same time, the new list did not include unnecessary and duplicate norms, now it contains 30% less mandatory requirements (previously the document contained about 10,000 such requirements), which will significantly reduce the burden on the business and reduce the number of developed STUs. At the same time, the shortened list will fully comply with the provisions of the fundamental technical regulation on the safety of buildings and structures, approved in 2009.

“Since the approval of the previous edition of the list in 2014, the Ministry of Construction has processed 90% of the array of codes and standards included in it. 70 of 78 documents containing mandatory requirements were revised. The amended standards and codes of practice include normalized parameters and advanced technologies, updated according to the results of applied scientific research, as well as requirements tested earlier through the mechanism of special technical conditions. The updated list allows us to apply on a mandatory basis modern technical standards to replace obsolete ones, ”emphasized Dmitry Volkov, deputy head of the Russian Ministry of Construction.

For example, the updated SP 131.13330.2018 Construction Climatology takes into account the climatic parameters of the Crimea and Sevastopol, as well as an increase in temperature parameters. On the one hand, the possibility of reducing the resource consumption of building structures and engineering systems has been realized. On the other hand, in the northern regions there is a thawing of soils, which requires measures to maintain the bearing capacity of the foundations of buildings and structures and to limit the increase in the deformability of such bases. These changes will significantly reduce the cost and increase the safety of construction. Changes to SP 118.13330.2012 SNiP 31-06-2009 Public Buildings and Structures provides for the possibility of designing 5-storey school buildings, which makes it possible to solve the problem of providing training places in the areas of existing buildings. The requirements for the reduced heat transfer resistance of translucent walling increased as part of SP 50.13330.2012 “Thermal protection of buildings”, which ensures the widespread introduction of new energy-efficient window structures with low-emission glass.

It should be noted that, in accordance with paragraph 2 of Decree of the Government of Russia dated July 4, 2020 No. 985, the design documentation and the results of engineering surveys adopted by the developer or technical customer, the development of which began before August 1 and which are submitted for initial or repeated state or private examination design documentation and engineering survey results are checked for compliance with national standards and codes of practice included in the old list, valid until August 1, 2020.
