The Ministry of Industry and Trade of Russia in accordance with paragraphs 12, 13 of the order of the Chairman of the Government of the Russian Federation M.V. Mishustina dated 03/15/2020 No. MM-P9-1861 for the guidance in work and strict observance sends the following instructions.
1. To appoint an official of the executive authority of the constituent entity of the Russian Federation responsible for direct interaction with the Ministry of Industry and Trade of Russia, who is personally responsible for implementing the instructions and is in constant communication. Provide contact details of the indicated official (Name, position, mobile phone, personal email address).
2. To ensure unhindered passage of vehicles carrying out the transportation of all goods, primarily foodstuffs and basic necessities, as well as the next for loading with the indicated goods. Under current conditions, individual constituent entities of the Russian Federation Develop and approve their own requirements for forms of transport passes. This, in turn, blocks the work of transport operators, including federal ones. In some constituent entities of the Russian Federation, vehicles transporting non-food products that provide delivery of goods ordered through the Internet information and telecommunications network are not allowed. I remind you that in accordance with the order of the Government of the Russian Federation of March 27, 2020 No. 762-p, distance trading in food and non-food goods is allowed.
3. Ensure the work of institutions conducting a medical examination and registration of personal medical books for employees who, in accordance with the law, require registration of personal medical books and whose activities are associated with the production, transportation, processing, storage, sale of food. Due to the extremely high staff turnover, the need for urgent scaling, the requirements for periodic re-issuance of books for existing staff for the uninterrupted supply of goods to the population it is necessary that these institutions work in the full mode of uninterrupted issuance of personal medical books.
4. We recommend that you do not change the alcohol sales regime established previously in the constituent entities of the Russian Federation unless absolutely necessary. The introduction of additional restrictions on the sale of alcohol can provoke an increase in the share of illegal products and serious social tension.
5. To ensure the work of all organizations and facilities that create the conditions for the functioning of the distribution network, supplying the population with food products, essential goods, as well as facilities, related to the implementation of online trading: points of delivery of orders of online stores, order delivery services; construction, repair, service organizations involved in the construction, equipment, re-equipment, equipment and repair of shops, distribution centers and other objects of trade infrastructure; manufacturers of filling and packaging materials, including the corresponding printing systems; the necessary infrastructure to ensure timely repair and maintenance of vehicles, especially freight; other organizations whose work is necessary for these purposes.
6. Explain to citizens, local governments, trade organizations that it is allowed to visit large hypermarkets and supermarkets that are not near the places of residence of citizens, as well as markets and fairs. This measure is necessary in order to reduce the high concentration of customers in stores near the home and to disperse people in different trading formats. At the same time, it is necessary to ensure compliance with sanitary requirements and the principles of social distance between buyers in all trading formats.
7. To ensure the functioning of retail markets and fairs, to prevent the facts of their closure, subject to the principles of social distance between sellers and buyers. The closure of these formats of trade entails an increase in the load on stores, including the concentration of buyers in trading floors.
8. To organize work in the region on the production and provision of the population of the Russian Federation with hygiene masks (dressings). As part of this work, the Ministry of Industry and Trade of Russia developed methodological explanations regarding the manufacture and sale of hygienic masks (dressings) and were sent to the regions by letter of 30.03.2020 No. TsS-22040/15 (attached).
