On the formation of the draft Plan of Priority Actions for the Implementation of the Strategy to Combat Illicit Traffic in Industrial Products in the Russian Federation and Its Target Indicators

In 2020, the deadline for the implementation of the Priority Action Plan for the implementation of the Strategy to Combat Illicit Traffic in Industrial Products in the Russian Federation for the Period Until 2020 and the Planning Period until 2025 (hereinafter referred to as the Strategy), approved by Decree of the Government of the Russian Federation dated March 29, 2018 No. 533-, ends. R.

In order to further implement the Strategy, the Ministry of Industry and Trade of Russia, within the framework of the State Commission, has begun work on the formation of a draft Action Plan for the implementation of the Strategy and target indicators of the Strategy (hereinafter - the draft Plan).

Taking into account the goals, objectives and priorities of the state policy in the field of combating illegal trafficking in industrial products, indicated in sections IV and VI of the Strategy, as well as the nature and content of issues addressed at meetings of the State Commission, it is proposed to include measures in the draft Plan, including in the following areas :

• development of measures to counteract illicit trafficking in products in industries that are, in accordance with the Strategy, priority for medium-term monitoring (fuel industry, chemical industry, electronic industry, cable and wire industry, production of building materials, children's goods industry, mechanical engineering);
• improvement of the system of accreditation and confirmation (assessment) of conformity of industrial products;
• development of a system of technical regulation and standardization;
• improvement of administrative and criminal liability for the importation, production and sale of counterfeit, counterfeit and unsafe products;
• The formation of federal centralized statistical accounting in the field of illicit trafficking in industrial products;
• development of a single conceptual apparatus in the field of combating illegal trafficking in industrial products;
• Improving the mechanisms of control and supervisory activities, including the formation of interdepartmental risk profiles in the field of countering the illegal circulation of industrial products;
• the development of interagency cooperation between federal bodies of state power of the Russian Federation on issues of combating illegal trafficking in industrial products;
• The development of interstate cooperation in the field of combating illegal trade in industrial products within the framework of the Eurasian Economic Union.

Moreover, the development of the target indicators of the Strategy should be carried out taking into account the expected results of the implementation of measures to counteract the illegal circulation of industrial products in the Russian Federation, indicated in section X of the Strategy.
