Cabinet approves building energy efficiency rules that reduce construction costs

The government has approved new rules for setting energy efficiency requirements for buildings. The document was adopted in a wording that almost does not differ from the project developed by the Ministry of Construction. Accusations against the project of “primitivization of regulation” and risks of “manipulation of energy efficiency indicators” were ignored.

The government approved new rules for setting energy efficiency requirements for buildings and rules for determining the energy efficiency class of apartment buildings. The corresponding decree No. 2035 of December 7, 2020 was published on the official portal of legal information.

It should be noted that the final document practically does not differ from the project previously developed and submitted for public discussion by the Ministry of Construction. The norms of this document were sharply criticized by the Ministry of Energy and the NPSM.

The Ministry of Energy, in particular, refused to approve the draft resolution developed by the Ministry of Construction, Izvestia wrote. According to the newspaper, the ministry pointed to "primitivization of regulation" and "rejection of the primary rules of energy efficiency."

The NLPSM has sharply negatively reacted to the new edition of the rules for determining the energy efficiency class of apartment buildings. According to the document, the energy efficiency class was allowed to be determined by design characteristics.

“In the absence of control of energy efficiency indicators during the acceptance of a construction object into operation, an orientation only to design data will lead to massive manipulations with indicators in design documentation. In fact, the buildings will consume much more heat than they should according to the project, ”the association said.

However, in the end, this rule was included in the rules approved by the government decree.
