Export with all amenities. Customs and REC will meet in one window

Customs will exchange data with the Russian Export Center (REC) in automatic mode, which will allow launching several services based on a single window system, the Federal Customs Service (FCS) said. It is assumed that exporters will not need to duplicate documents already uploaded to the FCS base, they will also simplify access to subsidies and customs clearance.

The FCS will exchange data with the Russian Export Center in the created single-window system (included in the list of tasks under the national project “International Cooperation and Export”), including through a single system of interagency electronic interaction, and the REC will also receive the status of an information operator for interaction with customs authorities when exporting goods, told the FCS.

It is assumed that with the help of a single-window system, online exporters will be able from their personal account to gain access to all public services and other services necessary to bring the company to the foreign market, as well as to communicate with authorities already in the process of foreign economic activity.

In particular, the customs will transmit data on external operations of companies applying for subsidies (transport and exhibition), as well as to confirm the zero VAT rate. There will also be a service that will allow exporters to provide services for convenient interaction with customs authorities during customs declaration. In addition, information on customs statistics, which is necessary, including to create a register of exporters, will be transmitted.

This will simplify the workflow: once a package of documents uploaded to the FCS database will be automatically transferred to the created platform and, if necessary, used by all interested authorities. Now the system is being tested with the involvement of exporters, the public provision of access to the services of a single window should be held in November.

According to the first deputy head of the FCS, Ruslan Davydov, access to a single-window system will reduce exporters' paperwork costs, as well as speeding up border control in terms of ensuring electronic declaration.

The head of REC, Veronika Nikishina, said that customs data will be used in an automatic mode, which will ensure the speed and transparency of the provision of state support without involving participants in foreign economic activity in the confirmation process. Also, according to Ms. Nikishina, the current set of four services is planned to be expanded with licensing and export certification services, and currency control.

However, we note that, according to the latest macro-forecast of the Ministry of Economy, export volumes will sharply decrease this year - to $ 268 billion from $ 419 billion by the end of 2019, the recovery of these indicators is not expected until 2023, when exports should reach $ 400 billion (in 2021 external supplies should grow to $ 301 billion). To a large extent, however, such a drawdown will be associated with a drop in oil prices: this year Urals will cost less than $ 30 per barrel by the end of the year (on average per year - $ 31.1 per barrel, whereas in 2019 - $ 63, 6 per barrel), its cost will recover to $ 40 only by the end of 2021, the Ministry of Economy predicts.
