Dagestan Glass Container is being modernized, or What is SPIC 1.0

Private investment in Dagestan continues to have a positive impact on the manufacturing sector of the republic’s economy. The real sector, increasingly developing and supported by the state, reassures investors that the trend is becoming sustainable year after year. Factories and factories are being built in the region, which means employment is provided and the budget is replenished.

One of the significant events in this regard was the signing of the first special investment contract for the republic. At the Ministry of Industry and Trade of Russia, at a working meeting with the Deputy Chairman of the Government of the Russian Federation - Minister of Industry and Trade Denis Manturov, the Head of the Republic Sergei Melikov and the head of the enterprise Dagestan Glass Container LLC, investor Patakhudin Magomedov, signed a contract for the production of glass containers in the republic.

According to the Minister of Industry and Trade of the Republic of Dagestan Nizam Khalilov, this contract is aimed at modernizing and expanding the workshop for the production of glass containers, upon completion of which its products will meet the highest quality standards.

The Minister notes that SPIC is a unique policy instrument aimed at stimulating investment in industrial production. At the same time, Nizam Khalilov emphasizes that the modernization of industrial production of glass containers is included in the sectoral import substitution plans of the Russian Ministry of Industry and Trade.

The project involves expanding the range of industrial products, producing lightweight glass containers with increased strength and a capacity of 0.1 to 5 liters with a neck of any type and diameter that meets European quality standards, which will ensure the growing demand for glass containers both domestically and and in neighboring markets. When implementing the project, an additional 172 new jobs will be created.

The total investment in the project will be 1608.62 million rubles.

After reaching design capacity, the volume of manufactured products will be about a billion rubles annually, and the total volume of industrial products produced will reach 6.2 billion rubles by 2030.

It should be noted that in all segments of the food and beverage market there is an increase in demand for glass containers, including in our republic, which is explained by the growth in the processing of agricultural products. The products produced by Dagestan Glass Container LLC are already exported to neighboring countries: Azerbaijan, Georgia and Armenia.

However, it is obvious that without the full care and support of the state, such a large-scale project will not be easy to implement. The company needs time to get on its feet and, after launch, to expand its trading activities. In this regard, the republic meets investors halfway, and those entrepreneurs who decide to build their facilities in priority development areas (ADTs) enjoy special benefits.

“Residents of ASEZs enjoy special preferences,” says Minister of Economy and Territorial Development of the Republic of Dagestan Gadzhi Sultanov. For example, in his words, in the “Dagestan Lights” ASEZ, last year the Government of the Russian Federation decided to extend the use of one of the important benefits for insurance payments to extra-budgetary funds. Those who become residents of the Dagestan Lights ASEZ before the end of 2024 will be able to take advantage of reduced rates payments.

“Last year we added 5 additional residents. At the same time, we understand that this is not enough,” says G. Sultanov. – The Ministry of Economic Development of the Russian Federation has initiated a decision on the list of types of activities for which resident status can be obtained. The priority development territories “Kaspiysk” and “Dagestan Lights” have all the opportunities and prospects for increasing the number of residents, respectively, the volume of investment, and creating new jobs. It is very important. The heads of Kaspiysk and Dagogney, together with all interested authorities, need to intensify work in this direction,” the minister believes.
