Association «StekloSouz» of Russia at a meeting in the State Duma of the Federal Assembly of the Russian Federation

A meeting was held in the State Duma of the Federal Assembly of the Russian Federation on the topic: "Strategic Directions and Instruments for the Development of the Russian Economy in Modern Conditions."

Igor Ananskikh, First Deputy Chairman of the State Duma Committee on Energy, spoke about the need to find quick and effective solutions by the Government of the Russian Federation to coordinate all branches of power. These methods should contribute to the successful resolution of problematic issues that hinder the development of the Russian economy. Among other things, it is necessary to coordinate the actions of the Central Bank of the Russian Federation in accordance with the current Constitution.

Boglaev Vladimir Nikolaevich, General Director of JSC "Cherepovets Foundry and Mechanical Plant" drew the attention of the meeting participants to the fact that the Central Bank of the Russian Federation is responsible for resolving critical issues. The fate of Russian industry depends on the direct and decisive actions of the Central Bank of the Russian Federation. With the current policy in the field of the financial and credit system, it is impossible to talk about development and even about the restoration of the country's economy. The security of the state is at stake. Issues must be resolved quickly, based on a scientifically based and deeply thought-out new policy of the executive bodies of state power.

Osipov Viktor Ivanovich, President of the Association "StekloSouz" of Russia in his speech focused on several strategic issues of decisive importance. The government needs to stop the rise in prices for raw materials of state-owned companies. He cited as an example JSC "Bashkir Soda Company", which systematically raises the price of soda ash, which leads glass factories to a state of uncompetitiveness. The glass industry consumes over 60% of the total production of 2.7 million tons of this product.

Viktor Osipov drew attention to the work of state development institutions, which number more than 15 organizations. Including the Industrial Development Fund, which has recently been complicating investment activities by demanding collateral guarantees with inflated expectations. In fact, it works like commercial banks, transferring glass companies to a zone of special risk. In practice, this leads to a sharp decrease in investment activity.

It is necessary to use legal instruments to force science and education to work for the development of production. Change the grant policy without understanding that scientific developments will be approved by glass and product manufacturers.

Viktor Osipov dwelled on the regulation of issues of interstate trade within the framework of the customs union of the Eurasian Economic Union (EAEU), for example, in the environmental fee by the Republic of Belarus for glass containers from Russian manufacturers 8 thousand rubles / ton, and from Belarusian importers for similar goods 2.6 thousand rubles / ton . Obviously, these distortions are barriers and they need to be removed by law.

More than 15 speakers from various sectors of the national economy made proposals to regulators to remove barriers that hinder the development of the Russian economy.
