Collection of information for the formation of the FAS white books

Dear Colleagues!

As part of competition advocacy, the Federal Antimonopoly Service has been working since 2014 on the development of best practice for the adoption by the state authorities of the constituent entities of the Russian Federation and local authorities of acts and the implementation of actions aimed at the development of competition (hereinafter referred to as the “white paper”), and the worst practice of adoption by the authorities state power of the constituent entities of the Russian Federation and local authorities of acts and the implementation of actions that are anti-competitive in nature (hereinafter - “h black book ").

By order of the FAS Russia dated March 14, 2017 No. 299/17, a new Procedure for the formation of “white and black books” was approved, in accordance with which participation of public organizations in the formation of “white books” (hereinafter referred to as the Procedure) is provided. A change to the Procedure was made by order of the FAS Russia dated 01.11.2018 No. 1489/18.

In accordance with the new edition of the Procedure, the following are to be included in the “white paper”:

- examples of acts of state authorities of the constituent entities of the Russian Federation and / or local governments adopted in the reporting period and / or their implementation in the reporting period of actions aimed at developing competition, ensuring a single economic space, including with a view to implementing the National Plan for the Development of Competition, The standard for the development of competition in the constituent entities of the Russian Federation, the simplification of business procedures, and the enhancement of the investment attractiveness of constituent entities of the Russian Federation and p .;

- examples of acts and actions that positively affect the state of competition in the regions adopted / implemented by the authorities of the constituent entities of the Russian Federation as part of the warnings issued.

The “White and Black Books” of competitive and anti-competitive regional practices for 2016-2018 are posted on the FAS Russia official website in the Internet information and telecommunications network under the “Open Office” / “White and Black Books” section (https: // fas. gov.ru/pages/vazhnayainformacziya/otkryitoe-vedomstvo/belaya-i-chernaya-knigi.html).
