In his speech, Gorin A.E. He outlined the negative position of the industry community regarding unjustified purchases of imported products in the context of economic sanctions, recalling that the reduction in customs duties, among other things, is detrimental to the Russian budget. It also directly contradicts the state policy on the development of import substitution.

Currently, high-transparent glass used for the production of solar modules Hevel LLC fully purchases abroad.

However, in accordance with the order of the Ministry of Industry and Trade No. 2380 dated July 13, 2016 “On Approval of the Action Plan for Import Substitution in the Building Materials (Products) and Construction Structures of the Russian Federation”, the Action Plan provides for the development of high transparent glass production by Russian enterprises.

In accordance with the current state programs of the JSC Saratov Glass Institute, compositions of high-transparent glasses were developed. In the second half of 2018, OJSC Saratov Glass Institute reconstructed a line for the production of flat glass to master the possibility of producing high-transparent and high-strength glass. In 2019, the company has the technical ability to master the production of high-transparent glass, including glass for the production of solar modules complying with the requirements of Hevel LLC, if the relevant agreements are concluded.

Under these conditions, the StekloSouz of Russia considers it unjustified and unacceptable to reduce to zero the import customs duties on these types of glass products.
