Association «StekloSouz» of Russia. Interdepartmental meeting on organizing separate collection of cullet for glass factories

On June 28, 2024, the Association "StekloSouz" of Russia (SSR) held a scheduled interdepartmental meeting on organizing separate collection of cullet for glass factories.

The meeting was attended by the leaders of the Association "StekloSouz" of Russia, the Interregional Industrial Corporation EKORECYCLING, and the annual public award Regions - Sustainable Development.

The initiator of the project is the Association "StekloSouz" of Russia. The main objective of the project is, together with legislative and executive authorities and glass factories, to create, with the help of development institutions and professional enterprises, a system for the separate collection of glass products for re-melting at factories.

This work is carried out within the framework of the approved legislation on EPR.

The new by-laws of the Government of the Russian Federation regarding EPR for glass melting plants have a number of serious shortcomings, including contradicting technological production processes and not meeting the requirements of glass melting. At the same time, the problem of using secondary resources remains real and it is necessary, together with the state, to build a “goal tree” model for the successful collection of cullet.

The organization of separate collection by the state will allow preserving natural resources for future generations and saving energy consumption.

Factories are interested in increasing the consumption of secondary raw materials for re-melting, because this increases the life cycle of glass melting furnaces, reduces energy consumption and has other advantages that directly affect the competitiveness of the enterprise.

Participants of the next meeting proposed to create online solutions. For this purpose, the digital management department of "StekloSouz" was included in the work.

The meeting participants also believe that the creation of modern conditions for separate collection in Russia is possible. The experience of EU countries confirms this conclusion.

Subjects of the Russian Federation will also be invited to participate in the implementation of this project, incl. municipalities.

At the same time, the Russian Government needs to accept the proposals of the USSR to finance the construction of plants for processing cullet into secondary raw materials using the example of the Republic of Belarus.

Rosprirodnadzor needs to include glass factories in the register of recyclers without bureaucratic barriers.

The meeting was chaired by Viktor Osipov, President of the Association "StekloSouz" of Russia.
