Developed changes to the Code of Rules 267 “High-rise buildings and complexes. Design rules "will reduce the need for additional justifying measures when assigning a higher reliability factor for responsibility, design of hinged enclosing structures, engineering systems and fire safety. This was told by the Deputy Minister of Construction and Housing and Communal Services of Russia Dmitry Volkov.

“High-rise buildings, in contrast to“ ordinary ”multi-storey buildings, are structurally more complex, have special engineering systems and equipment to improve operational safety. The need to clarify and supplement the regulatory requirements for such buildings is determined by the data of current research work, experience in the design and approval of projects for high-rise buildings and complexes. The updated document will allow to get away from the existing decision-making practice on a number of fundamental issues in the field of constructive, space-planning and engineering solutions that were not regulated. The change in SP 267 is a continuation of work on updating the documents of normative and technical regulation in the field of construction and design of high-rise buildings and complexes. About a year ago, a landmark event was the adoption of the set of rules “High-rise buildings and complexes. Fire safety requirements ", developed as a result of interagency cooperation between the Ministry of Construction of Russia and the Ministry of Emergency Situations of Russia. This document includes requirements for ensuring fire safety in the design and construction of high-rise buildings, which previously required the development of about 150 special technical conditions (STU), ”said Dmitry Volkov.

The application of the set of rules applies to the design and construction of new high-rise buildings and complexes, including residential buildings with a height of more than 75 m, public buildings over 50 m, as well as multi-functional buildings in which public premises are located at a height of more than 50 m.

The updated document clarified the building heights for assigning a higher reliability factor for liability, taking into account the results of research "Conducting surveys of multifunctional high-rise buildings in various climatic regions of the Russian Federation to establish the dependence of the service life on the technical condition of facilities and operating conditions."

“Surveys of multifunctional high-rise buildings were carried out in three different climatic regions of the Russian Federation: climatic region III B (Saratov), climatic region I B (Krasnoyarsk) and climatic region II B (Moscow) - to establish the relationship on the technical condition of facilities and operating conditions. Based on the results of the work, the dependence of the service life of multifunctional high-rise buildings on the technical condition of facilities and operating conditions in various climatic regions was established, as well as the main criteria and methodological recommendations for determining the standard operating life of multifunctional high-rise buildings, ”explained the head of the research department JSC TsNIIPromzdaniy Nikolay Dubynin.

According to the expert, such changes make it possible to remove the contradictions arising in the design and examination of design solutions for high-rise buildings and complexes.

The updated document also clarifies the provisions on the durability of high-rise buildings with a height of more than 250 m and corrects the provisions on the service life of the building envelope. The changes apply to all hinged external enclosing structures, including hinged facade translucent structures.

The service life of high-rise buildings is 100 years or more, but according to the design assignment, the customer and the designer have the opportunity to increase it in order to increase safety and reliability.

Section SP 267 "Architectural and planning solutions for high-rise buildings and complexes" has been supplemented with requirements for panoramic glazing and for roofs with operated sites.

“According to the regulations, glazing of high-rise buildings should be performed using tempered or laminated glass in accordance with GOST 30826, which does not allow injury to people both inside and outside the premises by glass fragments and fragments of the listed elements in case of destruction of translucent structures, including in case of fire or emergencies ", - noted the director of FAU" FCS "Sergey Muzychenko.
